LEADERSHIP TEAM

David H. Moore, D.V.M. , Ph.D. – President

Dr. David Moore holds a B.S. from Georgia State University, a D.V.M. degree from the University of Georgia and a Ph.D. from Emory University School of Medicine. He is a Diplomate of both the American Board of Toxicology and the American College of Veterinary Preventive Medicine and maintains several state and national veterinary licenses. Prior to joining SciTech he served 18 years with Battelle and for the past 3 years he was V.P. for Business Development for Battelle Life Sciences Research. Prior to joining Battelle, he served 21 years in the U.S. Army concluding his Army career as a Colonel and the Director of the Medical Chemical Defense Research Program at Ft Detrick, MD and Deputy Commander of the U.S. Army Medical Research Institute for Chemical Defense at Aberdeen Proving Ground, MD. Since joining SciTech, Dave has pursued major opportunities for the company, built close partnerships with large and small defense contractors, assumed program management responsibilities for several ongoing projects and spearheaded critical internal management initiatives. As President, Dave has full operational responsibility for the company.

James J. McNeely – Executive Vice President for Corporate Growth

As the EVP for Corporate Growth, Jim McNeely is responsible for developing and executing a viable strategy for growing SciTech’s sales, revenue, and profitability. Prior to joining SciTech, Jim was a Senior Capture and Proposal Manager for SURVICE Engineering for four years. Prior to joining SURVICE, Jim worked for Battelle for 35 years. Over the span of his career at Battelle, Jim performed roles in growth strategy development, business development, capture and proposal management, program management, line management, and research. He was VP of Strategy for Battelle’s Chemical, Biological, Radiological and Nuclear Defense (CBRND) line of business (LOB); VP and Director of the Battelle Program Management Operations (PMO); VP and Manager of Battelle’s Systems Analysis & Engineering (SA&E) Product Line; and Director of the DoD Chemical Warfare/Chemical and Biological Defense Information Analysis Center (CBIAC).  Jim has a B.S. in Chemical Engineering from The Ohio State University and a B.A. in Mathematics from Denison University.

Dennis F. Metz – Executive Vice President

Dennis F. Metz, Executive Vice President, holds a B.S. in Mathematics and Physical Science from Lock Haven University, PA.  Mr. Metz pursued post-graduate studies in Operations Research at George Washington University, DC. Mr. Metz oversees the target defeat and chemical, biological, radiological, and nuclear (CBRN) Defense operation at SciTech.  Mr. Metz has over 43 years experience in the areas of target defeat technologies which encompasses non-lethal weapons technologies, smoke/ obscurants, chemical warfare (CW), biological warfare (BW), CB defense (CBD), conventional and weapons of mass destruction (WMD) casualty effects.  The work performed by Mr. Metz over the 43 year period has involved the research, development, design and demonstration of target defeat and CBD technologies.  Mr. Metz has written and been awarded several Phase I and Phase II small business innovation research (SBIR) programs.  He has mentored and collaborated with high tech small businesses to accomplish technology transfer to meet Department of Defense (DoD) needs and commercialization requirements.  He has fulfilled roles as a program and project manager, senior/principal scientist, senior/principal operations research analyst and lead systems engineer and principal specialty engineer.  Mr. Metz has provided support to a variety of government clients within the U.S. Army, U.S. Marine Corps, U.S. Navy, U.S. Air Force, U.S. Coast Guard and U.S. Department of Agriculture.

Kathleen Burton – Vice President

Kathleen Burton, Vice President, joined SciTech in 1992.  Ms. Burton collaborates with SciTech leadership in providing strategic planning and operations oversight for the company.  In this position, Kathy’s management and oversight  include Human Resources, SciTech’s safety and security programs, Contracts and subcontracts administration, internal IT requirements,  and overall corporate governance.  Historically, she has fulfilled roles as program and project manager supporting government clients within DoD and other federal, state and local agencies.
