Description and Primary Duties:
The technical assistant advocate (TAA) will support the Army’s Small Business Innovation Research (SBIR) program by being a liaison between the SBIR program office in Aberdeen, Maryland, and the Army’s R&D organizations. The primary role of the TAA is to interact with laboratories, program managers, small-business SBIR awardees, and prime contractors; both to assist in developing promising technologies and also to assist in transitioning into Army programs – programs of records, technology demonstrations, quick reaction programs, etc. The liaison also needs to understand the DoD/Army acquisition process, and be able speak the language of technology insertion, PORs, milestones, and technology refresh.
The TAA will also provide general technical assistance to small-business awardees, with a goal of improving the success of their programs and to assist in identifying transition opportunities. The TAA will help identify potential customers, be a matchmaker between the small business and the customers, and also be a facilitator. The TAA will also be an advocate for the small business, with the overall goal of getting the technology into a program of record. The TAA may also assist both the small businesses and the customers in understanding risks, funding issues, acquisition/business processes, and technology gaps. The TAA will assist the Government customers in identifying promising transition opportunities and deciding which SBIR programs will move forward from Phase I into Phase II and beyond.
Qualifications:
- Advanced technical degree(s) and at least 5 years of relevant experience in DOD acquisition or science and technology (S&T).
- Current, active SECRET clearance.
- Advanced management, analytical and technical skills, with a keen and diverse understanding of scientific, mathematical and engineering principles.
- Exceptional written and oral communication skills.
Qualifications (Desired):
- Experience with the Army acquisition programs, and particularly with US Army Soldier Center and the Program Executive Officer Soldier.
- Understanding of how new technology fits into Army programs, and the ability to work with the labs, program managers, and prime contractors to work technology into their programs.
- Ability to develop and maintain a professional network within the Army acquisition community, especially senior management in the Government labs, program offices, and the S&T community.
